New Newport City Elementary principal outlines school needs, invites public to Act 46 meetings

Newport City Elementary’s new principal, Elaine Collins, told the City Council on Dec. 19 she intends to prioritize communication and relationship-building between the school and the city as the district begins work under Vermont’s Act 46 consolidation law.
Collins introduced herself and described a 26‑year education career. She said Newport City Elementary enrolls about 365 students in pre-K through 6th grade and described a large share of pupils with trauma histories, parental substance-use issues and behavioral needs that require school-based supports. Collins said the turnover of multiple administrators in recent years had harmed communication and continuity and that part of her work will be to restore stability.
Kathy Nolan (board member) invited councilors and residents to two public meetings on consolidation and governance under Act 46 on Jan. 25 and Feb. 16; Collins also invited the council to an open-forum budget meeting on Jan. 5 to improve alignment with municipal budget processes.
Collins emphasized the school’s fiscal constraints, noted projected decreases in the school’s preliminary budget and asked the council to collaborate so voters are informed before budget votes. The presentation closed with council members thanking Collins and noting the value of in-person outreach to students.
Next steps: The school will hold the advertised public meetings and the council will consider feedback during ongoing municipal and school budget preparations.
