Committee previews $18 million DWSD stormwater contract and flags property-acquisition questions in Brightmoor

The Detroit Water and Sewerage Department introduced a contract to support stormwater infrastructure program management that would use $18 million in CIP funds and run through May 31, 2030.
"This contract supports the DWSD stormwater infrastructure program management permit," Marcratia Welch, DWSD procurement manager, told the committee; staff said the work will focus on the Upper Rouge tributary and Near East Side and will include design and construction-administration duties across phased work.
Council member Mary Waters asked whether the resolution of necessity — required when properties must be acquired or condemned for public works — had been advanced. DWSD staff said the resolution will be presented to the Planning & Economic (PE) committee in July. Staff said design for phase 1 is ongoing and property-acquisition work is currently focused on earlier phases; construction funding will be sought after design is further along.
The committee voted to bring the item back in two weeks for further discussion, giving council members time to review the resolution timeline, permitting and the list of properties potentially affected.
No final action to authorize property acquisition or condemnation occurred at the June 16 meeting; members requested more information about why condemnation would be necessary in Brightmoor and asked staff to confirm the status of the resolution.
