JBC authorizes staff to draft changes to bridge-and-tunnel impact fee, speeding up scheduled increases

The Joint Budget Committee voted unanimously to authorize staff to draft legislation that speeds up increases to the bridge-and-tunnel impact fee and to consider extending a multistate trucking maintenance tax exemption.
Michelle Curry of JBC staff said the proposal — raised to address Department of Transportation budget pressures and brought to the committee by the Colorado Motor Carriers Association — would accelerate the phased increase in the special-fuels fee. Under current law the fee is set to rise to 8 cents per gallon by fiscal year 2028–29; the draft would raise the fee sooner, producing an estimated $28.4 million over the three-year period described in the memo. Curry also said the draft would include extending a tax exemption for maintenance and parts used on trucks that operate across state lines through calendar year 2029, a change that would reduce tax collections by about $2.5 million and would be subject to TABOR.
A member moved that staff be given authority to work with the Office of Legislative Legal Services to prepare the bill draft; the motion passed 6-0. Sponsors in the Senate and House were announced by the chair for the drafting phase.
