Craig Harper (GBC staff) briefed members on the proposal first authorized in March: permanent transfers of interest earnings from cash funds that originate as general fund and limited one‑time transfers designated to address the committee’s balancing assumptions. Harper said the committee’s long‑bill narrative assumed roughly $103 million in available interest earnings over two years; Table 2 contained funds already approved (about $99.8 million) and the committee had identified additional general‑fund‑originating interest of roughly $7 million. Members and staff discussed legal and statutory constraints for some funds, including one line labelled “general fund unrestricted” that counsel said lacked a statutory mechanism to capture interest.
Committee debate focused on whether to include the Housing Development Grant Fund ongoing transfer because the fund relies partly on vendor‑fee (sales tax diversion) revenue tied to housing programs in the Department of Local Affairs. Members split on policy grounds; staff recommended (and members accepted) making the Housing Development Grant Fund sweep a one‑year action for 02/2025 while making the rest of Table 3 transfers ongoing under the policy the committee approved in March. That approach was presented as a way to close the committee’s balancing gap while protecting core housing program authority in future years.
The motion to approve transfers in Table 3 (one‑year sweep of the Housing Development Grant Fund for 02/2025; remaining transfers ongoing) carried by voice vote, 6‑0. Following that vote, the committee moved to introduce LLS 25,934, “transfer cash fund investment earnings to general fund” as amended by the committee’s discussion; the motion passed 6‑0. Staff were authorized to incorporate the committee’s technical edits into the LLS draft and circulate it to members.
Committee members asked staff for an updated general‑fund overview reflecting the adopted decision and for continued coordination with OSPB and legal services on funds where statutory or policy questions remain.
