Wildfire committee approves five bill-draft requests, sets August meeting to select up to three bills

The Wildfire Matters Review Committee moved forward on five legislative draft requests during the meeting.
Office of Legislative Legal Services staff outlined the process and deadlines: the committee may request five bill drafts and may vote to introduce up to three bills; draft information must be provided promptly so OLS can prepare language and fiscal notes, with a fiscal-note deadline described for early August. Samantha Falco (Legislative Council staff) reminded members the committee is scheduled to repeal on Sept. 1, 2025, which compressed the committee's bill calendar.
Committee members proposed and approved by unanimous consent these five draft ideas for OLS to prepare: (1) extend the Wildfire Matters Review Committee for five years with the same original membership structure; (2) a study on resilient mobile-home park safety and permitting needs; (3) statutory updates to align Colorado Good Neighbor Authority language with recent federal changes; (4) a request to maintain funding for the Healthy Forest Vibrant Communities program, the Forest Restoration and Wildfire Risk Mitigation grant program, and the Colorado Strategic Wildfire Action Program; (5) a broad homeowners-insurance title (with a request to include utility-liability and wildfire-insurance considerations). Each motion was moved, seconded and approved with no objections recorded.
Legislative staff and OLS advised sponsors to coordinate with their assigned point persons for drafting and noted the committee will meet again on Aug. 26 to select the final up-to-three bills for introduction.
