Hancock County supervisors approve routine contracts, personnel moves and grant applications; bids opened for Texas Flat Road

The Hancock County Board of Supervisors met at 9 a.m. July 21 and unanimously approved routine agenda items, a set of personnel changes and several contract authorizations, while taking two bids for the Texas Flat Road reconstruction under advisement.
Chair called the meeting to order and led the Pledge of Allegiance, then the board approved amendments to the agenda including authorization for April to submit a MOSTF application on behalf of the county. The board approved the agenda on a 5–0 vote.
Supervisors spread on the minutes certified proof of publication for the Federal project NOSTP 11261-00 (Texas Flat Road reconstruction) and later held the 10 a.m. bid opening. Procurement staff reported two electronic bids: Warren Paving Inc. submitted a bid of $4,499,262.53 and Huey P. Stockstill LLC submitted $3,706,368.80. The board took the bids under advisement for review.
The board approved several contract and payment-related items by unanimous vote, including request-for-cash #22 for the aircraft packaging hangar ($216,681.58) and request-for-cash #18 for the TexLink Sierra project ($173,076.83). The board also authorized a 12-month agreement for GPS tracking devices with Acadian Total Security and approved a $8,675 purchase and associated budget amendment for an MDE Incorporated software inventory program.
Personnel motions recorded on the minutes included hires and payroll changes: Eli Humphrey was added as a full-time deputy at a rate of $21.22 per hour effective July 21; other personnel moves and the resignation of dispatcher Haley Soucher (effective July 12) were also noted. The board approved a docket of claims totaling $338,519.82.
Project engineering staff presented Addendum #1 for the Texas Flat Road reconstruction to address questions about drainage and culverts for the Capilano development. The board also spread on the minutes a project partnership agreement with the U.S. Army Corps of Engineers for a beach restoration effort; staff said the county must provide payment by September and that work will be staged between beach work and dune restoration.
The meeting included routine approvals of purchasing reports and smaller procurements such as storm pipe from Coastal Hardware for $7,235.20 and an undercover vehicle tag for a 2025 Chevrolet Tahoe for the sheriff's office. All motions reported in the meeting were carried by a 5–0 vote unless otherwise noted.
The board entered executive session to discuss pending litigation and later returned with action taken. The meeting adjourned after the board completed its business.
The board is expected to meet next at 9 a.m. on Monday, Aug. 4, 2025.
