The Cedar Rapids City Planning Commission recommended approval of reduced front‑yard and parking setbacks for a proposed 48,400‑square‑foot industrial building at 1040 First Avenue Drive SW.
Development Services staff told the commission the proposal should be reviewed as a design exception rather than a rezoning, that it would not perpetuate development patterns inconsistent with the industrial character of the area, and that the exceptions are reasonably necessary to place the building near existing infrastructure and to meet fire‑lane width requirements. Staff also noted the reduced footprint would help minimize tree removals. Staff said the case will be forwarded to the Board of Adjustment on July 17.
Architect and civil engineer Maiza Cogins described the eastern portion of the 71‑acre site as largely undeveloped woodland and said the proposed building footprint is as small as possible to accommodate the facility’s processes. She explained that utility extensions and other constraints informed the setback request.
A commissioner asked how unusual it is to seek this type of exception on a large parcel; staff noted similar developments on the city’s East End and reiterated the project’s proximity to existing infrastructure. No members of the public spoke on this item. The commission voted to approve the recommendation and the case will move to the Board of Adjustment on July 17 for a final decision.
