The Cedar Rapids City Council adopted two companion measures on July 8: the five‑year consolidated plan (covering July 1, 2025–June 30, 2030) and the FY25 annual action plan for Community Development Block Grant (CDBG) and HOME Investment Partnership funds.
Laura Shaw and Crystal Cole of Community Development told the council the consolidated plan sets housing and community development needs, priorities and a five‑year strategic plan required for federal funding eligibility. Staff said outreach included a citywide survey, resident open houses and consultations with service providers.
For FY25, staff reported roughly $1.1 million in CDBG allocation, about $14,000 in reallocated CDBG funds from FY24, an estimated $20,000 in program income, and approximately $366,000 in HOME funds. Proposed uses include housing rehabilitation, nonprofit facility improvements, new construction and tenant‑based rental assistance; public service spending is capped by statute at 15% of CDBG and staff proposed about $166,000 for public services.
Council approved both measures and staff will submit final documents to HUD by the July 13 deadline. Council members encouraged using these funds to expand affordable‑housing efforts and to coordinate funding with local partners.
