Campbell County fiscal court adopts wide package of contracts, appointments and budget moves

The Campbell County Fiscal Court on a voice vote approved a large package of contracts, personnel appointments, budget moves and infrastructure actions during its regular meeting.
The court adopted Resolution R46‑25 authorizing the judge executive to execute biannual towing and recovery agreements covering five wrecker-service contracts and approved Resolution R47‑25 updating 22 sections of the Police Policy and Procedure Manual. The court approved appointments and promotions across departments: a police contract for Thomas Lakes; seasonal hires for parks (Aiden Schultz and Harrison Smith) effective 07/17/2025; the promotion of Peyton Fields to full‑time animal control officer (effective 07/07/2025); appointment of Kiah Hill as animal technician (effective 07/27/2025); authorization to advertise and hire a kennel technician; Nicholas Johnson as a full‑time park technician; Kimberly Phillips as a full‑time housing inspector (effective 08/04/2025); and two road maintenance specialist level‑1 appointments (Larry Herbst and Tyler Jones) effective 08/11/2025.
In board matters the court reappointed Terry Bernstein and Ken Lewis to the Northern Kentucky Convention and Visitors Commission (three‑year terms beginning 08/01/2025) and reappointed Douglas Wagner to the Norfolk Water District Board of Commissioners for a four‑year term beginning 08/27/2025.
Finance actions and bids: the court approved Resolution R49‑25 to accept a Kentucky Division of Emergency Management rescue‑aid grant to purchase a Polaris ATV for the Campbell County LandSAR team (estimated equipment cost $27,000 with a $5,400 local match). It also authorized a $31,023 annual contract with the Ohio‑Kentucky‑Indiana Regional Council of Governments for regional planning services (R50‑25) and renewed a two‑year communications services agreement with Circle Communications at $10,510 per year.

One member recused themself from votes on employee‑benefits claims due to employer business relationships; the remainder of the claims were approved on voice vote.
The court also adopted Resolution R48‑25, a petition asking the Kentucky Transportation Cabinet to promulgate a regulation prohibiting vehicles of increased dimensions from using Kentucky Route 547; the court and cities of Alexandria and Silver Grove have discussed the corridor and the petition includes an exception for local deliveries. The resolution is a request to the cabinet and does not itself enact traffic restrictions.
