Fiscal court approves routine resolutions, appointments, promotions, budget transfers and a grant‑funded inmate TV purchase

The Campbell County Fiscal Court handled a slate of routine administrative and financial items, approving several resolutions, appointments, promotions and procurement requests during the April meeting.
Financial and procurement items: the court approved Resolution R1425 authorizing a contract with the Campbell County Fire Association for FY26 funding in the amount of $60,000 to reimburse the operation of the county fire training center. Finance Director Omar presented Resolution R1625 requesting state reimbursement from the Kentucky Transportation Cabinet for parochial student transportation for the 2024–25 school year; the contract total cited was $348,460.50 and the resolution was filed to secure state reimbursement. The court authorized procurement of an inmate TV system from West Pond Enterprises for $47,180, funded by a $50,000 grant from the Archer Durb Foundation; staff recommended noncompetitive procurement under KRS 45A.380 on the basis that only one provider was identified for this jail‑focused product.
Personnel and appointments: the court approved the seasonal appointment of Catherine Brown as park attendant effective 04/03/2025 and advanced officers Christopher Mullins (to Police Officer 3), Kristen Fisher (to Police Officer 5) and Aaron Hansen (to Police Officer 5) under the current FOP working agreement with listed effective dates. The court also appointed (transcript references both "Hannah Wright" and "Anna Wright") to the BNKY board of directors for a three‑year term effective 03/01/2025–02/28/2028 and appointed Luke Warner to the Campbell County Board of Assessment Appeals for a three‑year term effective 04/03/2025–04/02/2028.
Budgetary items and claims: the court approved budget transfers and interfund transfers dated 03/31/2025, acknowledged timely submission of the jailer's FY2026 budget for inclusion in the countywide budget and approved claims for standing orders and employee benefits dated late March–early April. One participant recused themselves from voting on employee benefits claims due to employer relationships; the court otherwise approved the claims by voice vote.
All listed motions were moved, seconded and carried by the court without recorded dissents during the meeting.
