Louisville code board grants multiple continuances, upholds fines for no‑shows at April 4 hearing

The Louisville Metro Code Enforcement Board on April 4 reviewed a slate of property code cases, granting continuances in several matters where owners or managers reported active efforts to remedy violations and upholding fines for multiple no‑shows.
Hearing officer Chris Watland called dozens of cases listed by staff. The board granted 30‑day continuances to May 9 in multiple matters — including 3945 Fifth Street, 1012 Oleanda Avenue and 3821 Alfred Avenue — to allow owners to provide evidence of repairs, updated ownership documentation or participation in assistance programs. In other cases, the board set longer status dates: the Hemlock Street and River Park Drive cases were continued to June 6 for further progress on roofing, gutters and other exterior repairs.
The board emphasized cooperation: Watland repeatedly told appellants, "I am not here to take your money. I'm here to get compliance," and encouraged owners to work with code officers and available programs, such as ECAP, when referenced by staff.
Staff also advised the board that certain entities listed as trusts or LLCs must be represented by counsel in enforcement hearings under Kentucky precedent; the board gave trustees and estate representatives short extensions to secure attorney representation when the ownership form required it.
For cases where owners did not appear, the board upheld citations and fines as listed by staff. Examples announced on the record included a $700 fine at 22801 English Station Road, a $600 fine at 6309 Greenwood Drive and other fines ranging from $300 to $1,500 depending on the case. The board recorded those upholds as final for nonappearance.
Board staff and members told those with continuances they could avoid returning to the dais if they submitted satisfactory photographic proof of compliance to the assigned code officer. The hearing adjourned after staff confirmed no additional participants were waiting to present cases.
The board will reconvene for scheduled status hearings on the dates it set, including April 25, May 9 and June 6, to verify compliance or consider further enforcement.
