Knott County fiscal court approves routine settlements, first readings and several resolutions

At its July meeting the Knott County Fiscal Court moved through routine financial and administrative items, approving several resolutions, transfers, and first readings required to advance infrastructure and recovery work.
The court approved minutes from a prior special meeting and then approved the sheriff’s real and tangible tax settlement, the 2024 oil and gas settlement, and the 2024 franchise telecommunications tax settlement after staff review of collections. The court also approved the claims list and accepted the treasurer’s June report (cash balances and FEMA reimbursements).
On infrastructure funding, the court approved first reading of an ordinance to finance up to $1,500,000 in road bonds and asked members to provide a prioritized list of roads for improvements. The court approved a flex funds recommendation totaling $403,750 for specific road projects and approved adoption of several road changes (first reading) for county maintenance.
Financial housekeeping included approval of June transfers (payroll/retirement/insurance and transfers to cover positions), preapproval for August transfers, and the first reading of the FY2026 budget amendment 20 26 01, which adjusts projected ending cash balances in county accounts.
The court also moved on recovery closures: staff requested and the court approved vendor payments and purchase strategy tied to USDA and FEMA buyout and demolition activity (a vendor payment of $42,800 was noted with further purchase requests discussed). The court appointed Jody Sims to a regional area development board vacancy and approved several other routine motions by voice vote.
What's next: The road bond ordinance will proceed to a DLG (Department for Local Government) hearing in Frankfort; the court will receive a formal resolution and legal documents on the starfire IRB in a future meeting before any bond issuance or tax agreement is finalized.
