Community Ventures presents SWOT; city eyes grants for bluff mitigation and utility upgrades

Mark Parascio, community development coordinator for Community Ventures, presented a truncated SWOT analysis for Hickman and encouraged city leaders to pursue federal and state grants to address infrastructure and bluff-erosion risks.
Parascio highlighted the city's natural-gas and locally owned electric system as economic assets, praised the local workforce and community cohesion, and recommended pursuing EPA, USDA, and ARPA funding for sewer and water upgrades and a bluff-mitigation study. He noted the potential for an Army Corps bluff study in 2026 and suggested partnerships to protect downtown assets including the courthouse, post office, and coast guard unit.
City staff reported ongoing work with RCAP on wastewater redesign recommendations and said a state grant application for water-treatment work is due in August. Staff scheduled a July 23 site visit with the U.S. Army Corps, state highway staff, congressional aides, and other partners to review bluff conditions and discuss mitigation options.
Parascio said the goal of the SWOT is to produce a living document that city leadership can build on. Commissioners thanked him and asked staff to circulate the full SWOT and follow up on grant timelines.
