Rowan County fills library trustees and EMS posts, approves animal-control agreement

EMS hires and promotions: The fiscal court authorized the hiring of Isaac Reisner, Ballard Smith and Jacob Glover as part-time EMTs pending pre-employment screening and approved promotion of Allen Faith from part-time paramedic to full-time paramedic. The transcript records that each appointment was made "pending pre-employment screening per administrative code" and roll-call votes were taken.
Community and development updates: Members provided updates on YMCA planning, a hotel-market study, downtown parking analysis, LED light upgrades to industrial sites and signage updates.
