Rowan County updates: parks, road projects, litter abatement, animal shelter and EMS reports

Several Rowan County departments provided routine updates at the July 15 fiscal court meeting.
Roads and parks: Steve Kelsey (road department) described relocation activity at the road department, ongoing concrete pours at ballparks and work preparing the park for blacktop and gravel placement. He said the county has started salt barn construction and that discretionary blacktop funds totaling roughly $6.7 million are available for county road projects that the county expects to pursue.
Environmental services: Tyler Brown, environmental service director, reported inspection and permit activity (143 electrical permits year to date) and detailed the county's litter abatement effort: crews have cleaned about 297 miles, addressed 15 dump sites, and collected approximately 4,475 bags across the program.
Animal shelter: Kim Adams, animal patrol officer, provided intake and adoption figures since the last meeting: 28 cats and 25 dogs brought in; 12 cats and 10 dogs adopted; one cat and four dogs reclaimed by owners; 16 cats transferred to rescue groups. Current shelter availability was reported as about 14 cats and 18 dogs.
EMS and mutual aid: EMS staff reported roughly 3,450 runs to date (about 17.6 runs per day) and that all county trucks were in service. Speakers discussed mutual-aid policies designed to avoid depleting county coverage (for example, keeping at least one unit and a paramedic in-county) and said policy updates are in process to formalize those limits.
Workforce resources: Marissa Brown of the Gateway Area Development District, speaking for the Kentucky Career Center, summarized free services for job seekers and employers, apprenticeship help, and a regional job list; she left informational materials for county reference.
The court acknowledged these reports; no formal votes were taken on the operations items recorded in the meeting.
