Rowan County Fiscal Court approved several fiscal and procurement actions affecting county operations and infrastructure.
Equipment purchase: After reviewing a demo-unit option, the court voted to purchase a new total patcher for $99,500 (new machine with full warranty) rather than a lightly used demo unit priced at $97,500. The chair said the machine "carries the same new machine warranty" and staff confirmed the patcher would enable year-round cold-weather patching; members asked when patching operations could begin and staff replied they could start in a week.
Payments and contracts: The court authorized payment to Stegall Contracting in the amount of $17,500 for bridge repairs on Bratton Branch upon completion and inspection. The court also approved payment of $6,200 for tree removal and $4,200 for cleanup (total $10,400) to Orchid's Tree Service (account 026105-323) and discussed the need for recurring annual bids for large tree removals.
Budget and rates: Chair read a first reading recognizing $875,737.21 in unbudgeted receipts across multiple funds (general road, jail, grants, opioid, ABC, county clerk fees and harm reduction funds); second reading set for Aug. 19, 2025. The court also read first readings to set real property and personal property tax rates for 2025 (real property 6.5¢ per $100 assessed value, compensating rate decrease of 0.3; personal property 7.1¢ per $100 no change) and motor vehicle and watercraft tax rates (motor vehicle 8¢ per $100 assessed value). These are scheduled for second readings on Aug. 19, 2025.
Claims and financial statements: The court accepted the County Treasurer's annual settlement for fiscal year 2024–25, approved a budget transfer for July 2025, accepted the quarterly financial statements and approved claims to be paid from multiple funds as presented. Motions, seconds and roll-call votes accompanied the approvals.
Taken together, these actions align operational capabilities (new patcher) with budgetary and maintenance commitments and schedule required second readings for revenue/ rate adjustments.
