Rowan County holds first reading of updated code of ethics; second reading set for Aug. 19

At the July 15 Rowan County Fiscal Court meeting, the court held the first reading of an ordinance amending the county code of ethics under the authority of KRS chapter 65.
Unidentified Speaker read the ordinance language into the record, saying the amendments clarify standards for elected officials and county employees, adjust meeting times and update where financial disclosure statements are filed. The document covers elected officers and employees including members of the fiscal court, county attorney, clerk, jailer, coroner, surveyor, constable and sheriff, and is intended to provide clear, uniform guidance on conflicts of interest and disclosure.
A motion to hold the first reading was made and seconded; the court conducted a voice vote. The court recorded 'Aye' votes and at least one 'No.' The first reading passed and the court scheduled a second reading for Aug. 19, 2025. A copy of the ordinance was placed on file in the county clerk's office.
Because the proceeding was recorded as a first reading, the ordinance is not yet adopted. The second reading and any further amendments will occur at the August session, at which time a formal adoption vote would be expected if the court moves forward.
