Rowan County approves first readings to add local roads, sells parcel to KYTC and signs $468,000 MoA for repairs

The court authorized the county judge to sign conveyance documents for a parcel on Kentucky 801 North near the regional park to the Kentucky Transportation Cabinet, which will pay $29,300 for the property plus $1,700 for a temporary easement; the temporary easement will revert to the county after project completion. Members discussed impacts to frontage slopes, guardrail placement and signage relocation; the chair instructed staff to confirm whether previous agreements (for example with local historical or veterans groups) affect the transfer.
Separately, the court approved execution of a memorandum of agreement with the Commonwealth of Kentucky for repairs on East Clack Mountain and Crix Ridge Road in the amount of $468,000 using CPPP funding provided by the Transportation Cabinet. The court stated "this is the last piece of our puzzle" for the project; the chair expected work to proceed to Frankward Middle and anticipated progress this week.
Members voted to authorize a $17,500 payment to Stegall Contracting for bridge repairs on Bratton Branch, contingent on completion and inspection. All actions were accompanied by motions, seconds and roll calls recorded in the meeting minutes.
These items represent capital and maintenance work on local roads funded through a mix of county action and cabinet-provided funds; several items will return for required second readings or administrative follow-up.
