The draft outlined four options: allow UTVs on all county roads where permitted by the state act; allow UTVs on selected highways by designation; permit UTVs on roads with posted speed limits below a chosen threshold; or combinations allowing limited stretches of state highways.
Commissioners discussed minimum age and inspection requirements, insurance and tax consequences (licensed UTVs may be subject to sales taxes and annual property taxes), and enforcement considerations on state roads or protected refuges. Several commissioners expressed caution about permitting UTVs on higher‑speed roads; no final option was selected and staff were asked to continue research and consult nearby counties as they decide how to proceed.
