Boyd County commissioners approve routine fiscal items, sports-complex bond and ABC rate increase

Boyd County commissioners on July 8 approved a slate of routine and policy items, including budget and tax settlements, a bond for a planned sports complex and an increase to the county's ABC (alcohol beverage control) rate.
The court approved the June meeting minutes and moved the finance section—including submitted bills and transfers—by voice vote with the clerk recording unanimous yes votes from Judge Cheney, Commissioner Salisbury, Commissioner Holbrook and Commissioner Stapleton. Commissioners also approved a KBC 2025C bond to move forward on a county sports-complex project.
Miss Stacy, presenting on behalf of the sheriff's office, reviewed three 2024 tax settlements and reported collection results for mineral, franchise and property tax accounts. She said the county was charged $12,470.48 for mineral taxes and collected $12,391.97 (a 99% collection rate). For the franchise settlement she reported the charged amount as $2,391,213.19 and a collected figure as provided in the packet. For property taxes she reported a charge of $29,454,004.33 and a collection amount reported in the packet, for an approximately 96% collection rate. Commissioners moved and approved those settlements.
The court also approved continuing a yearly FEMA contract (DR 4860) for disaster/grants administration and accepted a conservation district plan of work and budget that included a requested 4% increase (described by the presenter as roughly a half-cent increase). The presenter said the conservation district received $60,000 from a Kentucky agricultural settlement to run a county cost-share program through July 25.
A reappointment was approved for Natasha Kenan to the county ethics board.
The court amended the agenda to add a change to the ABC rate and then voted to set the ABC rate to 4% for the 2026 license year, with the change to take effect in September. Commissioners adjourned after setting the next meeting for Aug. 12.
What happened next: All recorded motions in the meeting were approved by roll-call or unanimous recorded affirmation; no formal dissent or failed motions were recorded.
