Magoffin County updates: playground, pool, Gifford Industrial Park and tech center progress

County staff provided a series of project updates that covered parks improvements, pool operations and economic development efforts.
Ethan (Unidentified Speaker 5) said the playground at Reagan Park has a newly installed 4-foot black vinyl chain-link fence and that the playground itself is "ready" for use pending signage and anticipated resurfacing and striping. He reported increased pool attendance and that the pool is scheduled to close on Aug. 3. Ethan also described recent vandalism in park restrooms involving toilet paper and said the county has installed stainless dispensers to reduce vandalism.
Joe Davis briefed the fiscal court on several infrastructure projects: the Gifford Road Industrial Park is moving to a finalized design and will enter environmental review with AML before construction; the tech center received conceptual vetting from AML and the county expects to receive a state contract to allow procurement of engineering and architecture services. Davis said the county also held a public meeting connected to an Economic Development Administration disaster-relief funding opportunity to support job training and construction work for the tech center; the application phase is expected to take roughly two to three months with an additional approximately six-month review period.
On water infrastructure, Davis reported that the broader environmental review is ongoing for the Kentucky 5421502 / 3708 water project, but that a $3.78 portion is funded through KIA and is not subject to the same environmental hold-up, allowing that portion to move more quickly toward construction.
The court heard no controversial objections during the project updates and members thanked staff for progress, noting that additional administrative steps remain before construction contracts and grant awards are finalized.
