Select Board members on Dec. 2 debated whether Danvers should adopt handheld electronic vote tabulators ('clickers') for town meeting votes and ultimately directed the town manager to draft two bylaw warrant articles and to assemble a complete cost and time analysis before a town meeting vote.
Supporters argued electronic voting improves accuracy, transparency and inclusivity. "All votes will be equal," one member said, noting technologies used in other towns and anticipating that clickers could engage younger volunteers. Opponents raised concerns about procurement cost, recurring vendor fees, added meeting time (registration and per‑vote processing), preservation of moderator authority, and potential transparency or doxxing risks if votes are individually recorded. One member said, "The system is working perfectly well... In 10 years, with 717 votes, not once has a voice vote been reversed," urging a careful review before spending taxpayer money.
Town Moderator Pat Fraser advised that the moderator controls voting methods and recommended the board and clerk define operational protocols and rules of use. The board voted to direct the town manager to draft warrant language authorizing electronic vote tabulators and a funding article and to provide a full cost/time and implementation analysis so the matter can be considered at the next annual town meeting (target May). The board agreed that if a bylaw were adopted it would also require operational protocols crafted jointly by the clerk and the moderator.
