The Jefferson County Board of County Commissioners voted to approve Resolution CC25‑174 (Case 24‑131608RZ), rezoning a 5‑acre parcel at 13645 West 50 Second Avenue in northern Jefferson County to create the Havencrest Official Development Plan (ODP), which would allow up to 20 single‑family detached lots.
Planning staff (Sarah Hoffmeyer) presented the case and told the board that staff had reviewed the application against compatibility, conformance with the Comprehensive Master Plan (CMP), infrastructure and service availability, and health and safety criteria. Staff concluded the ODP conforms with CMP land‑use recommendations (the CMP recommends up to 4 dwelling units per acre for the area) and recommended approval, subject to the standard platting process and technical reviews (drainage, traffic, utilities) that are required before construction permits can be issued.
Applicant presentation: representatives for Linco Enterprises described the proposed lot layout, lot depths and widths, design intent (single‑level and ranch‑style product with full basements), and plans to construct sidewalks to close a missing segment along West 50 Second Avenue. The applicant noted coordination with North Table Mountain water and sewer district and Arvada fire protection services; staff identified no unresolved issues and noted that an updated traffic study and drainage report would be required at the plat stage.
Public comment and concerns: staff reported 18 community responses during notification; concerns cited by residents included traffic safety on West 50 Second Avenue, potential impacts to wells and drainage, and density and lot‑size questions. Staff said the ODP restricts the site to 20 single‑family lots and that the ODP language limits uses to those compatible with the R1B zone district. No in‑hearing opposition prevailed; commissioners asked no substantive follow‑up questions before moving to a vote.
Vote and next steps: The motion to approve hearing item 10.1 passed with recorded affirmative votes from Commissioners Kerr, Zenzinger and Dahlkemper. The decision authorizes the rezoning; the applicant must next submit a plat and required technical reports (drainage, traffic, grading) for county review before building permits.
Quote: "Staff's analysis concludes that the proposed rezoning is in conformance with specific land‑use goals and policies outlined within the CMP and therefore meets the land‑use recommendations of the CMP," planning staff said.
The board’s approval formalizes the rezoning but does not authorize construction; platting and permitting will determine final lot layouts and infrastructure improvements.
