Director of Development Services Jake Ekholm presented an amendment to the Frable School purchase agreement with Samaritas, which has been awarded low‑income housing tax credits to adapt the former school into affordable workforce housing. State changes to LIHTC scoring provide additional points for municipal RFPs covering sites proposed for future phases; if the city sells the entire site now, Samaritas could lose valuable scoring points for potential future phases.
The addendum splits the property so the city retains the vacant yard (not including parking lots) and conveys the building to Samaritas. Staff said the city and Samaritas are coordinating design and predevelopment; staff also described ongoing efforts to secure the vacant building (OSB boarding, welded doors, chain link fencing and planned camera coverage) and recent arrests for trespass and scrapping activity.
Commissioners supported the amendment and authorized the city manager to sign. Staff said remaining vacant land would be held for future multifamily development and subject to a future RFP, likely tied to the next LIHTC round.
