Grand County approves contract amendment to test United Companies asphalt on County Road 60

United Companies also quoted a discounted price to pave the additional 5,000 feet from the test endpoint to the gravel-pit entrance, bringing the total to roughly $375,000 for a 4-inch, 22-foot-wide section covering the full length to the pit. Commissioners discussed budget and schedule implications: road maintenance funds were reported $100,000 to $150,000 under budget for the year but doing the larger County Road 60 job this year could delay or preclude completing County Road 1 within the same year due to contractor availability and mobilization constraints.
Commissioners raised public-safety concerns including speeding and dust for neighborhoods near County Road 60 and asked staff to make clear to the contractor that paving does not imply any increase in allowed daily truck trips under the SUP (special use permit). Staff confirmed the contract amendment would obligate warranty and bond requirements and that United Companies would guarantee the product and correct any deficiencies.
After questions about prep work (which county staff said is already budgeted and underway), the board moved to authorize a contract amendment to allow the additional paving/testing and to authorize the chair to execute the amendment outside the meeting. The motion passed by voice vote. Commissioners discussed asking United Companies to lock a price for future work on County Road 1 but noted that would be a separate negotiation.
