Commission approves $25.6 million guaranteed maximum price for Granby EMS station

Project manager Jeff Hickam presented a guaranteed maximum price (GMP) amendment of $25,635,596 for completion of the new Granby EMS Station. Hickam said the proposal includes premium fixture packages the team expects to pare back and that the GMP does not reflect a separate $1,800,000 grant already received. "That figure will be coming down by that amount," Hickam said, noting the county's obligation will be reduced by the grant.

County finance and EMS leaders reviewed the project budget: roughly $25 million of the estimated cost is funded with Certificates of Participation (COP) the board previously approved, and EMS has set aside about $5 million from internal savings to cover owner costs. Commissioners asked for details on contingency reductions and which owner costs had shifted out of the contractor guaranteed maximum price; Hickam described specific owner-cost line items (water/sewer taps, fixtures and furnishing allowances) that total several million dollars and noted a reduction in contractor contingency as the design matured.

After discussion of funding sources and schedule implications, a commissioner moved to approve the GMP amendment (document A133-2019, Exhibit A) and to authorize the chair to sign all applicable documents. The motion carried and the county signaled it would proceed so construction could continue on schedule.
