Commissioners approve $25.6 million guaranteed maximum price amendment for Granby EMS station

The Grand County Board of County Commissioners voted to approve a guaranteed maximum price (GMP) amendment with Big Valley Construction for the new Granby EMS Station on June 24.
Project Manager Jeff Hickam presented the GMP amendment, saying the contractor's guaranteed maximum price proposal is $25,635,596. Hickam told the board that the figure could decrease as the design team scales back premium allowances such as lighting and plumbing packages. He also noted the GMP figure does not include a previously awarded $1,800,000 grant; the county's net obligation will be reduced accordingly.
Commissioners discussed how the GMP compared to earlier estimates and contingency amounts. Staff said contingencies and owner-cost items (fixtures, furniture and equipment, water/sewer tap fees) had been reallocated in the budget and that earlier contingency percentages had declined (from about 6% to 3% in staff's description). Commissioners and the county manager confirmed multiple funding sources: a Certificate of Participation (COP) financing, about $5 million from EMS reserves, the $1.8 million grant and potential additional grant applications.
A motion to approve document A1332019, Exhibit A, the GMP amendment and to allow the chair to sign all applicable documents was made and carried by voice vote.
The approval authorizes staff to finalize contract amendments and continue work on site mobilization so Big Valley Construction can proceed with staged construction tasks. Project staff told the board they would continue to refine allowances to reduce cost pressure and incorporate grant offsets.
Next steps: staff will finalize contract documents and coordinate execution; commissioners requested continued cost-control reporting as allowances are adjusted.
