Boulder County extends Lyons planning-area IGA to Aug. 29, 2025 to finish negotiations

Hannah Hippley, long range planning division manager for Community Planning and Permitting, told the Boulder County Board of County Commissioners the county is seeking to extend the Lyons Planning Area Comprehensive Plan intergovernmental agreement to Aug. 29, 2025 to allow more time to negotiate and adopt a revised agreement.
"The request is to extend the current IGA until 08/29/2025 to allow additional time to negotiate and adopt a long term updated and revised intergovernmental agreement," Hippley said.
Hippley said the county released a draft IGA in February 2024. The Town of Lyons formed an IGA task force, discussed the proposed language and provided edits to the county on May 8; the county responded on May 19. Because of an approaching June 30 deadline and additional internal review by Lyons, staff recommended the short extension rather than allowing the current IGA to lapse.
Commissioner Loetramin thanked staff and Lyons officials for the work to date and said personnel changes in the town’s planning staff and the task force process helped explain the need for more time. "So for me, it's really just coming back to the table because we haven't had an opportunity," Loetramin said, characterizing the extension as a chance to resume negotiations.
Staff told the board the revisions have focused on streamlining text and removing non-actionable language, and county attorneys have reviewed the proposal without raising legal concerns. Eric Rogers and another staff member reviewed the draft language and said they would try to confirm the origin of one lengthy whereas paragraph that prompted questions during the discussion.
An unidentified commissioner moved to approve the extension and Commissioner Loetramin seconded. The board recorded two affirmative votes and approved the extension to Aug. 29, 2025.
The board indicated the extension will allow county staff and the Town of Lyons to continue negotiating new language while preserving the benefits of the existing IGA until a final agreement is adopted. The Town of Lyons has a board meeting scheduled for June 16, where the draft was listed on that agenda.
What happens next: county staff will continue meetings with Lyons and return with a finalized IGA for formal adoption. If the parties do not reach agreement, the extension keeps the existing IGA terms in force through Aug. 29, 2025.
