The Pueblo West Board of Directors approved housekeeping resolutions and provided procurement direction on two capital matters.
Accountant Ron Erickson presented four resolutions to add new board signers to the safety deposit box and bank accounts and to authorize signers for two wastewater enterprise loan documents. After questions about what is stored in the safety deposit box, the board voted to approve all four resolutions at once.
On the Civic Center design procurement, Procurement Manager Michael Winters recommended issuing a new solicitation because the scope and lot changed since the original February 2024 solicitation and because staff could not contract with a consultant until a DOLA state grant was finalized in January. The board discussed whether to include a budget number in the solicitation; the consensus from the work session — and the board’s direction — was not to list a budget range in the solicitation so bidders propose competitively.
Parks Director Carol Cosby presented options for a 40x50 storage building at Lovell Park to secure year‑round equipment. The currently budgeted $75,000 does not fully cover the low bid plus contingency; staff proposed using surplus funds from a completed railroad‑tie fence repair project to fill the gap. Board members expressed support for including electricity in the building and agreed to move the item to action at the next meeting.
Next steps: staff will record resolutions in finance records; issue a new Civic Center solicitation consistent with board direction; and prepare the Lovell Park storage building as an action item (with electricity included) for the next meeting.
