Gallatin County OKs resolution to levy assessments for rural improvement districts; protests due Aug. 11, hearing Aug. 12

Gallatin County commissioners on July 8 approved resolution 2025‑063 to levy assessments for bonds and maintenance in the county's rural improvement districts (RIDs).

James Nicholson of Morris and Marley presented the annual assessment process, telling the commission that, upon passage of the resolution, the clerk and recorder's office will mail notices to property owners within the affected RIDs. Property owners will have until August 11 to file written protests with the clerk and recorder; a protest hearing is scheduled for August 12 to consider any protests and complete the annual process.

Nicholson drew attention to one district — identified in the record as RID 310 and a related RID 310 B for Riverside — that has been managed by the Riverside Water and Sewer District and is in the process of annexation to the city, with properties connecting to city sewer. He stated that, for that reason, the district would not have an assessment levied this year and that the water and sewer district will continue to collect funds as properties connect. In response to a commissioner question about whether a Colotrust loan or similar funding vehicle had been used to pay impact fees during annexation, Nicholson said he did not know the exact details but that the annexation required payment of impact fees and that a funding vehicle had been used to meet those obligations.

A commissioner moved to approve resolution 2025‑063; the motion was seconded and put to a voice vote with affirmative responses recorded. The chair closed the item and the meeting adjourned.
