Residents tell Baldwin County commissioners they see preferential treatment on services; ask for clearer road schedule

During the public-comment period, residents raised concerns about how county services have been distributed and sought clearer scheduling on roadwork.

Cindy Humphrey of Simpson Proctor Lane told the board she has seen what she described as unequal treatment: "Over 10 years ago, 1 resident tried to get county water. The request was denied because it's a private road. A few months later, another resident with more money and influence requested county water. Lo and behold, his request was granted," Humphrey said, and she added that Cooper's Park improvements were delayed while pickleball court construction proceeded. She also described a months-long delay in response to a flooded county park road and said the ditch only was cleared after persistent requests.

Separately, Ms. Liggins raised broader concerns about county enforcement and prior meetings. She described long-standing problems with animal-control operations, called for clarity on when the county's road list will be implemented and asked for an ordered schedule of road completions so residents know when repairs will occur. Liggins also said she was escorted out of a May 20 meeting and that she had shared a lawyer's "cease and assist" letter with news outlets; the board did not address those specific claims in the meeting record.

The chair reminded speakers to direct comments to the board and avoid personal remarks about county personnel or other citizens. No formal board action was taken in response to the allegations at this meeting; commissioners did not provide a timetable for the requested road-order list during the session.
