Kennesaw holds charter public hearing and approves election code timing amendment

The Kennesaw City Council held the first required public hearing July 7 on a proposed charter amendment to align the city’s candidate qualification period with the Georgia Municipal Election Code. Staff said the change would set a minimum three-day qualifying period starting no earlier than 8:30 a.m. on the third Monday in August; the item was advertised and a second and final public hearing is scheduled for July 21.
Separately, council members considered and approved a code amendment to Chapter 42 of the city code to make parallel updates to sections 42-1 and 42-4, including formal designation of the third Monday in August as the qualifying start and updated references to the county election superintendent’s duties. Council Member Byers moved the elections amendment and it passed by unanimous voice/hand vote.
Staff said the charter change requires two public hearings; council completed the first hearing and will consider final approval at the July 21 session. The Chapter 42 amendment required only one hearing and was approved July 7.
What comes next: the charter amendment will return for its second and final public hearing on July 21; the elections code amendment will be implemented as updated city code per the adopted language.
