City staff presented Ordinance 1445 as a first reading to amend Section 8-7-41 of the Conyers code to add a fourth downtown subarea labeled downtown light industrial.
According to staff, the downtown district currently includes downtown edge (single-family residential), downtown civic (churches, courts, government buildings) and downtown center (commercial corridor). The proposed amendment would allow a limited set of light-industrial uses in a narrowly defined area of downtown, with specific development standards and buffers intended to reduce negative impacts on surrounding businesses and residences. The text amendment is drafted so those light-industrial uses would be allowed only in a mapped area of the downtown district, not citywide.
Staff clarified this is a text amendment initiated by staff; as such it does not require the on-site sign posting used for rezoning applications. Planning commission and city public hearing dates were discussed (staff referred to an August planning commission review and an August 20 council public hearing and second reading), and staff said adjustments may occur between first and second read based on public comments at those hearings. No motion or vote was required at the first reading.
Council members asked logistical questions about signage and the geographic limits of the proposed subarea; staff confirmed the draft includes buffers and limits on where the new uses could locate. The item will return after public notices and hearings.
