Staff also proposed changing instructor room rentals from a flat $10 fee to a 30% revenue‑share model for contracted instructors.

Low‑impact productions were defined in the resolution as involving five or fewer people and taking six hours or less; if a production’s scope changed, regular permitting rates would apply.
Council approved the resolution after a motion that explicitly preserved the regular film‑permitting rates where staff had omitted them from the packet; the vote was recorded as 6–0.
Staff said the city has budgeted a Parks & Recreation financial sustainability study with Civic Plus to provide data analysis on program costs, participation and potential scholarship or resident‑discount policies in future recommendations.
