Council adopts comprehensive boards-and-commissions handbook to standardize appointments and oversight

The Berkley City Council voted June 16 to adopt an updated Boards and Commissions Handbook (motion M52-25) and associated process changes designed to standardize the appointment process, increase transparency and strengthen board oversight.
Deputy City Clerk Rachel Patterson and Assistant to the City Manager Charlena Stevenson presented the handbook and described several key reforms: administrative responsibility will move from the city manager’s office to the clerk’s office; applications and appointment timelines will be standardized; new terms will begin on staggered dates (February and July) to smooth appointments; council will conduct public interviews for candidates and confirm appointees; and boards must submit a plan of work and year-end summary to increase transparency and cross-board communication. The handbook also tightens agenda and minutes deadlines to ensure compliance with open meetings and FOIA requirements.
Presenters said the handbook is a “living document” that will be updated as needed. Council members who served on the ad hoc committee and those who formerly served on boards praised the product and stressed orientation support for members to learn the handbook rather than asking volunteers to read a long document without guidance. The council approved the handbook by roll-call vote.
