The Birmingham City Commission on July 14 approved a contract award to Al's Asphalt Paving Company for the Willits and Bates paving project and authorized a budget amendment to carry funds into fiscal year 2025–26.
City staff (Melissa Coda, joining by Zoom) summarized the bid process and identified Al's Asphalt as the low bidder; staff said the project was budgeted in FY24–25 but will require a carryover amendment to the FY25–26 budget. The packet noted the low bid was within 1% of the engineer’s estimate, and staff said consultants will help benchmark future project estimates against comparable municipalities.
A commissioner moved to adopt a resolution to award the project “to Al's Asphalt Paving Company in the amount of $1,020,795.50, plus a 10% construction contingency,” and to authorize the mayor and clerk to sign the agreement contingent on meeting insurance and bonding requirements. The motion was seconded and passed on a roll-call vote of the commissioners present.
Commissioners asked staff to seek comparative cost data from engineers and consultants in future projects to address concerns about local premium pricing. Staff confirmed they would work with engineering consultants to develop field-tested estimates for upcoming projects.
Next steps: City administration will finalize the contract subject to insurance and bond compliance and implement the approved budget amendment to carry funding into FY25/26.
