Commission approves ownership and liquor‑license transfer for 115 Willets restaurant

The City Commission voted May 19 to approve a special land use permit amendment to permit a transfer of ownership and associated Class C liquor license at 115 Willets. Planning Director Nick Dupuy told the commission the transfer is largely administrative and that the Birmingham Police Department conducted background checks with no concerning findings.
Applicant representative Kelly Allen described the new ownership team (Abruzzese LLC, co‑owners Luciano DelSignore and Nicole Antakli) and the restaurant concept, an Italian dining experience they plan to call Efiore. "I have submitted to the board the application for the change of ownership. I believe we've complied with all of the requirements there," Allen said.
After staff presentation and no public comments, a commissioner moved and the body adopted a resolution to approve the special land use permit amendment and to authorize the city clerk to complete the local approval notice and transfer of the Class C license and associated permits (outdoor service, Sunday sales, dance and entertainment where applicable).
The vote was taken by roll call and carried unanimously with five members voting yes; two commissioners were absent. The clerk will complete the local approval process and the new ownership team will proceed with any remaining administrative steps required by state and local law.
