Waterford Township approved an intergovernmental agreement to perform property assessment services for the city of Keego Harbor. Under the arrangement, Waterford will collect field data, maintain assessment records and provide an assessor to Keego Harbor’s board of review; Keego Harbor will pay $25 per real or personal property parcel. Staff estimated the assignment covers roughly 1,500 parcels and said Waterford already manages 33,000 parcels so absorbing the work should not require new hires.
Assessor (speaker 17) told trustees the contract is for three years and that Keego Harbor will reimburse postage costs for assessment notices. The agreement also requires the township to supply staff for Keego Harbor review boards and to assist with small claims; Keego Harbor’s city attorney would handle larger claims. Bloomfield Township and Oakland County had also submitted proposals for assessing services, and Keego Harbor selected Waterford.
Trustees discussed potential workload and succession planning; one trustee said the arrangement could help train younger assessors. Trustee Harris cast a 'No' vote during the roll call; other trustees voted 'Yes' and the motion passed.
What’s next: staff will implement the agreement, provide review board attendance and handle small claims; the contract includes provisions for reimbursement and a potential escalation in years two and three for other partners if needed.
