Commission approves public‑health contract amendment and asks state to add “health access” to title

The commission approved an amendment to a state public‑health contract described in the agenda as "COVID‑19 health disparities and advancing health equity — amendment 2," while asking county staff to seek a title clarification from the state so the county copy would include the bracketed phrase "[health access]."

Commissioner S2 said he was concerned that the title’s phrase "advancing health equity" could be misread as asserting that the health system is racist at its core and proposed adding "[health access]" after "health equity" in the county’s copy to emphasize universal access. County public‑health staff (S19) described the program’s intent as identifying and closing gaps in access and outcomes and said the underlying objective is to ensure everyone receives needed public‑health services. County attorneys and legal staff said the parent contract is a state document, and formal title changes to the state contract would require state approval. The attorneys offered to request the change from the state while the commission accepted the amendment locally.

Commission S2 moved to accept the agenda item while simultaneously asking the attorney’s office to contact state partners about adding the clarifying language; the motion passed 3–0. Staff said the county would accept the contract as written while attempting to secure the requested clarification from the state.
