Commission approves Rock Canyon Trailhead enhancements with adjusted county contribution

Commissioner Gardner introduced a proposal to use Tax and Tourism Advisory Board (TTAB) funds to support Rock Canyon Trailhead improvements, including parking expansions, in partnership with Provo City and local conservancy groups. Gardner said TTAB funds are restricted to recreation and tourism purposes and recommended approval of the project.
Commissioner Lee voiced concern that the county’s portion as proposed on the agenda exceeded the commission’s customary 35% threshold and suggested adjusting the county contribution to $1,953,397 to align with that policy. Lee said Provo City had solicited public input on ARPA allocations and could be expected to contribute. Commissioners agreed the amount on the agenda could be adjusted; a motion to authorize the agreement with an adjusted county contribution of $1,953,397 was moved and seconded and approved 3–0.
Staff noted the project had already been reviewed by TTAB, which recommended funding. The commission instructed staff to finalize the agreement with the adjusted county amount.
