The commission continued consideration of a proposed resolution to establish a formal audit committee for Utah County after an extended presentation and questioning about how such a committee would interact with existing statutory roles.
Jeremy (presenter) and members of the county auditor’s office described the proposed committee as a best practice recommended by the Government Finance Officers Association and the state auditor: it would consolidate oversight of internal and external audits, set an annual audit plan, and provide more formal internal control oversight. The proposal would include representation from the elected county auditor (as default chair unless conflicted), the county treasurer and a commissioner, and could add outside financial expertise.
Commissioners and the elected auditor expressed concern that delegating authority to a committee could tangle statutory responsibilities of elected officials, reduce the commission’s direct oversight of external auditors, or create political friction. Several commissioners noted that statutory reporting (title 17) already sets audit responsibilities for the commission and debated whether the proposed committee would duplicate or supplant existing processes.
After discussion about options (amending the charter to clarify the commission’s interaction with external auditors, appointing advisory experts, or building an internal audit plan), a motion was made to continue the item to allow a commissioner to draft an outline and to circulate that to colleagues and senior policy advisers; the commission voted to continue the agenda item to a later meeting (continued to November 1 meeting as read in session).
