Commissioners discussed that projects would still need design and subsequent commission approval of contracts before construction, and that project start dates may shift depending on contractor availability and material costs.
Commissioners asked for footnotes and clearer color coding to indicate projects that have funding confirmed versus those contingent on ARPA or other CIP funds. Staff said roughly $28 million was set aside in the CIP fund and that additional funds could be added from 2021 carryover. The commission also clarified that any project not approved for ARPA funding could be deferred or funded from existing CIP resources. The motion to adopt the plan included a specific note that ARPA-marked items would not commence without further discussion; the motion passed 3–0.
