Utah County commissioners voted 2-0 on Sept. 22 to approve a passthrough agreement sending state public-health funds to Brigham Young University to expand COVID-response outreach to people experiencing homelessness and those without insurance.
A commissioner questioned the phrasing of partnership values, particularly the term "health equity," saying it can carry varied meanings. Eric Edwards of the Utah County Health Department said the funding comes from the Utah Department of Health to "help close gaps in access to COVID response," including vaccines for homeless populations and people lacking transportation or insurance. Edwards described BYU as a public-health partner and said the program will work with five champion organizations already serving those communities.
The chair moved approval and the motion passed by voice vote 2-0.
The county characterized the grant as a pass-through of state funds to a university partner to reach underserved residents.
