Commission approves multi-award architectural services contract, adds explicit selection role for Public Works
Summary
The Utah County Commission approved awarding professional architectural services contracts to four firms and specified that Public Works and the commission will help select which firm handles individual projects. The motion passed 3–0.
Robert Baxter, Utah County purchasing manager, told commissioners the county received four qualified proposals for professional architectural services and recommended multi-award contracts so the county could pick among those firms by availability, qualifications and cost. The firms recommended were CRSA, FFKR, GSBS and JRCA.
Commissioners debated a clarification to the staff recommendation, and one commissioner asked that the contract letter explicitly say that Public Works and the commission would determine which firm is assigned to each individual project and that all four firms be given the opportunity to bid on those projects. The commissioner said the clarification would increase transparency and make clear that no single firm is preselected.
After discussion, a commissioner moved to approve item 15 with the stated changes; another commissioner seconded. The motion passed by voice vote, recorded as 3–0 in favor.
The contracts are part of the county capital-improvement program; staff said they will use availability, relative qualifications and cost to select firms for particular projects, and that awarding multiple firms allows the county flexibility when scheduling and scoping work. The purchasing manager said it is common practice to choose among the prequalified firms based on project-specific criteria.
The next step is for staff to finalize contract language consistent with the clarification and proceed with multi-award agreements so Public Works can assign firms to projects as needs arise.
