Utah County authorizes golf-cart leases and up to four time-limited emergency-management positions for vaccination sites

The Utah County Commission approved two measures aimed at speeding operations at COVID-19 vaccination sites: a lease for larger six-passenger "golf" carts and authorization for up to four time-limited emergency-management positions.
Eric Edwards of the County Health Department and Peter Quitner of Emergency Management said the larger carts will shuttle people with mobility challenges from parking lots to vaccination entrances at sites including a Shopko center and a prospective American Fork location. Quitner told commissioners that the carts would help increase throughput and safety.
Peter Quitner stated these expenses are reimbursable: “This is approved for reimbursement under the FEMA public assistance grant. 100%.” Commissioners approved the lease contingent on attorney review of the standard form and accepted staff's explanation that the carts and related equipment were urgent to meet deployment deadlines.
Commissioner Sakovich moved and the commission approved up to four time-limited emergency-management positions to support vaccination-site planning and operations. Quitner and HR clarified the posts are planned as full-time, benefited, time-limited positions that would be reimbursed by FEMA through Sept. 30 (subject to extension) and could transition to CARES funding through Dec. 31 if needed. The motion carried 3-0.
What's next: staff will upload the finalized standard lease and track costs and duties separately so FEMA reimbursements can be claimed and audited.
