County staff said the nurse series was found to be about 10.5% below pre‑COVID market rates; the recommended increase is 7 percent, which would keep the nurse series slightly under market but help recruitment and retention. Staff noted an unusually high hiring rate in the health department in the first three months of the year and said rapid action was warranted to stabilize staffing.
Commissioners discussed the departmental focus and confirmed a phased process for adjusting pay across county jobs; they expressed support for a cautious, targeted approach to avoid across‑the‑board increases for positions already at or above market. After discussion, the commission approved the Phase 2a implementation by a voice vote (2‑0).
The action directs staff to carry out recommended adjustments for the nurse series now and proceed with additional phases of the compensation study in the coming months.
