Public Works staff summarized the site's history, saying the county purchased the Grove family property about five years ago to preserve the site and that an older 1990s development plan exists for the parcel. Staff said the current concept is higher-level and that detailed site-plan approval and permit processing through Community Development will be required before construction.
The concept plan includes a stair/walkway connection from the upper parking lot to the falls, reconfigured parking and circulation to reduce conflicts between cyclists and pedestrians, additional park space and a potential on-site restaurant. Commissioners emphasized safety and circulation refinements and suggested modest changes such as additional seating or consolidated parking to reduce pedestrian–vehicle conflicts.
A motion to authorize Public Works to proceed with the concept plan and to authorize Richard Nelson to sign related land-use applications and permits was seconded and approved as recorded. Staff said they will return with site-plan details and budget-level refinements as the project advances through permit review.
