Developers pitch two compact wastewater systems for Utah County PUDs

Consultants representing a potential planned-unit development told the Utah County Commission they can provide two viable, small-footprint wastewater systems that could be used within PUD zoning and funded through local improvement districts or homeowner associations.
Aaron Jensen, who introduced the proposal at the commission’s work session, said the consultants were presenting “two options that, we think are financially feasible, as well as very conducive to what we’re trying to accomplish.” He asked the commission to focus on system flexibility rather than technical flow numbers.
Scott of Aqua Engineers described membrane bioreactor (MBR) technology as a compact, building‑scale system already accepted by the Utah Division of Water Quality and in use in area cities. “Because of that membrane, you’re able to get almost drinking water quality coming out of a wastewater plant,” Scott said, adding that MBR effluent can be reused for irrigation or recharged into groundwater rather than discharged, which can ease compliance with increasingly strict testing and discharge limits.
David Lepre of Arango Systems presented a different approach: a liquid‑only sewer that sends household liquid wastes through small pressurized lines to a decentralized packed‑bed filter plant. He said the “pack bed filter” approach reduces on‑site solids at the central plant and is permitted in Utah for smaller flows; he cautioned it becomes less cost‑effective above roughly 100,000 gallons per day and works best as a decentralized solution for pockets of development.
Presenters described practical tradeoffs: MBR systems are compact, modular and capable of very high effluent quality but require mechanical maintenance and membrane replacement cycles; packed‑bed filters and liquid‑only sewers reduce solids handling at the treatment site but are most economical at smaller scales and rely on pressure lines to collect waste.
Commissioners urged the presenters to consult the county health department and take the concept to the planning commission for a formal review of rules and regulations. One commissioner recommended showing the proposal to Bryce Armstrong and county planning staff to assess how either technology would fit within existing ordinances. The presenters agreed to pursue planning‑commission review if the county directs that next step.
Next steps: consultants agreed to engage county health and planning staff and, if the commission requests, bring the concept to the planning commission for further vetting and for consideration of funding or SID/SSD structures.
