Commission delays county-administration restructure but directs renovation of historic courthouse

The Utah County Commission postponed decisions on a proposed administrative restructure that would create a director of administrative services and public affairs, saying commissioners need more time to review the revised job description and to include input from the incoming commissioner.

Commissioner Ainge described changes between the draft seen last week and the new materials — a lower pay grade, retention of existing policy advisors and the addition of an administrative services coordinator rather than multiple deputy administrators. Several commissioners said they supported the concept of better coordination but asked for a fuller process and for Commissioner-elect Sakovich to participate in the hiring discussion. The commission voted to continue items 2 and 3 to the first regular meeting in January.

Separately, the commission considered the appointment of Josh Daniels to a proposed administrative position. Commissioners praised Daniels’ experience working with the Clerk/Auditor’s office and county departments but agreed that if the role is a career-service appointment it should be finalized with all commissioners’ input. The appointment (item 4) was continued to January.

On facilities, commissioners directed Public Works to begin RFP and design work to reconfigure underused space in the historic courthouse (north end of the main floor and the floor above) to create smaller offices, reception and conference space. The motion to direct Public Works to begin the process passed unanimously.

What’s next: Staffing items will be revisited at the January meeting after the incoming commissioner can participate. Public Works will proceed with initial planning for the courthouse renovation and return recommendations and cost estimates.
