Commission approves SMART Justice grant with UVU, adds reporting and committee recommendations

The Utah County Commission approved a grant agreement with Utah Valley University (UVU) to fund the SMART Justice initiative, and during discussion commissioners sought stronger reporting and broader committee representation to oversee the work.

A commissioner sponsoring the item described the initiative as a collaborative effort and proposed adding representatives from the public defender's office and a retired judge to the committee overseeing the program. "I would also like to see, some sort of process report, maybe on a semiannual basis," the sponsoring commissioner said, asking for interim updates in addition to an annual expenditures report.

County staff and other commissioners discussed confidentiality concerns for some data and suggested that reports could be provided at a 30,000-foot level or moved into a closed meeting if needed for sensitive material. Staff agreed to add a sentence to section 4.b requiring UVU to provide a semiannual summary of findings, progress and recommendations to the county.

A motion to approve and authorize the grant agreement passed on the record after a brief vote; technical connectivity issues led to an initial 2-0 recording before a disconnected commissioner later confirmed a 'yes.' One commissioner noted that appointment of public defender or retired judge members would be —"to the extent feasible" and subject to willingness to serve.
